ISLAMABAD: The federal government has introduced the “Pakistan Honour Card Scheme” for the country’s top taxpayers and income earners, as well as others from various categories, to boost morale and provide them with special incentives and facilities for Tax Year 2023.

The Pakistan Honour Card Scheme provides a one-year card to the top taxpayers who get prizes from the Prime Minister at the Tax Excellence prizes ceremony on March 26, 2024.

The Pakistan Honour Cardholders under the scheme will be eligible for benefits and amenities for a year from the date of card issuance, as per the announcement released by the Federal Board of Revenue (FBR).

Top taxpayers from every category who receive awards from the Prime Minister at the Tax Excellence Awards ceremony are eligible for the Pakistan Honour Card Scheme.

As per the notification, the Pakistan Honour Card system would be awarded to nine top earners, comprising of two top exporters from each category, including chemical products, food products, leather goods, pharmaceutical machinery, and sports goods.

This card will also be given to the highest earner in other industries, such as steel and metal products, paper, and plastic, among others.

Additionally, this card will be awarded to the top earners in the information technology sector, fish and crustaceans, spices, aluminum and articles, and the top three earners in the non-traditional and innovation-based earners.

In a similar vein, the top three earners among the new earners in each category as well as the top two earners from the prior year will receive this honor. Along with the top 12 taxpayers in all taxes, this prize will also go to the top three female earners among the top earners.

According to the FBR, the top AOIs (Association of Persons) among them will receive the card from the top five enterprises in the category of the highest income taxpayers.

The document states that the top two new taxpayers in each category as well as the top five individual taxpayers would receive the Pakistan Honour Card.

The Pakistan Honour Card will also be available to top taxpayers who do not owe money on their taxes, and also those who do not have any pending criminal cases, tax demand cases, or adverse judgments in court.

Additionally, it is stated in the documents that all airports managed by the Pakistan Airports Authority will grant access to CIP and VIP lounges to high-earners and taxpayers who possess the Pakistan Honour Card. Lounges run by airlines will not be covered by this, though.

Fast-track clearance facilities will be provided at immigration counters, and government passports will be issued to holders of the Pakistan Honour Card. Similarly, invitations will be extended to top taxpayers for an annual dinner with the Prime Minister.

The information Pakistan Revenue Automation Limited supplied to the FBR with verification certificates will be the basis for choosing the top taxpayers in each category.
