ISLAMABAD: The caretaker government has introduced the ‘Contract-based Smartphones Policy,’ set to commence from January 15 next year. This initiative aims to facilitate citizens in acquiring smartphones through instalment plans, encouraging responsible financial behavior. Federal Caretaker Minister for Information Technology and Telecommunication, Dr. Umar Saif, revealed the policy, emphasizing its potential to expand smartphone accessibility, especially among low-income segments.
Under the new policy, telecom companies can directly offer smartphones to customers through instalment plans, providing an opportunity for citizens to acquire the latest models with ease. Dr. Saif highlighted the importance of protecting investors from defaults and mentioned measures such as blocking mobile phones and national identity cards of defaulters.
Additionally, the Information Ministry, in collaboration with various stakeholders, is set to implement ‘Standardised Quality Measurement Tests’ from January 7 to 10, 2024, across the country’s universities. This initiative aims to ensure job opportunities for fresh graduates and revamp Information Technology education in universities.

As part of a nationwide program, the Industry Placement Programme will offer job opportunities to 20,000 to 25,000 students who pass the test. The ministry plans to allocate funds to support industry-specific courses in universities, enhancing trained manpower in the industrial sector.
Dr. Saif stressed the importance of aligning educational institutions with industry requirements and urged universities to swiftly introduce new quality courses in entrepreneurship and exports for students. The goal is to bring about exponential growth in the IT sector, contributing to a productivity revolution in the country’s economy through information and communications technology.
