The untimely death of a Khalistani activist prompts requests for an investigation, and UK police respond with “Osman notices”.
LONDON: According to media sources, pro-Khalistan Sikhs residing in the UK have received a warning from the counterterrorism police force about the dangers to their life posed by the growing Khalistan movement and state-sponsored intimidation by the regime of Narendra Modi.
According to The Times, West Midlands police issued “Osman notices” to pro-Khalistan Sikhs in the UK, warning them of a “threat to life.” British Sikh activists worry that they might be connected to assassinations that the Indian government’s operatives are planning in the US and Canada.
Following requests for additional inquiry into the unexpected death of 35-year-old Khalistani activist Avtar Singh Khanda, who advocated for a distinct Sikh state and passed away unexpectedly in Birmingham in June, the UK police issued Osman notifications. Hardeep Singh Nijjar, the leader of the Sikhs For Justice Canada chapter, was assassinated on Canadian soil by Indian state operatives a few days later. According to Khanda’s family and Sikh organizations, they believe the Indian government may have poisoned him to death.
The UK police use Osman threat letters to alert potential victims of the possibility of a murderous threat or death. When authorities have enough intelligence to know there is a possibility of danger but not enough evidence to apprehend the prospective killer, they issue an Osman Warning, also known as “a threat to life warning”. The intensity of these rivalries is highlighted by the issuance of Osman notices to Sikhs, who are typically linked to rival organized crime groups and which enable law enforcement to alert a possible victim.
Sikh groups in Britain have long complained that the Indian government is suppressing dissent in the diaspora and attempting to intimidate separatists who seek to establish Khalistan, an independent Sikh state.

An Osman warning recipient, a Sikh, told the newspaper that at first he thought the threat originated from religious zealots in the West Midlands, who were after him because he dared to criticize their speech. But he thinks it’s the Indian state because Indian operatives were charged with killing a person in Toronto and planning to kill Gurpatwant Singh Pannun, the founder and leader of Sikhs For Justice (SFJ), in New York.
The attempted assassination of American citizen Pannun on US land was allegedly directed by an agent of the Indian government, according to charges made by the US State Department in November 2023. New proof that the Indian operatives assassinated Nijjar and were determined to kill Pannun was also revealed in the public indictment.
The individual stated: “An Indian government connection would make sense because myself and my dad are vocal in the community and we are independent.” His brother and father in West Midlands were also served with an Osman notice. I’ve made anti-regime posts on Instagram and Twitter. The Sikh community is dealing with a lot of significant issues, and I don’t think it’s impossible.
Although he admitted that it would be a “quite large conspiracy,” he also said that current international developments made the option “impossible to ignore.”

In November, US authorities stated that an Indian spy agency had enlisted Nikhil Gupta, an Indian citizen, to hire a hitman and pay him $100,000 to kill Pannun in New York.
Sikh community leaders in the UK have issued a warning, stating that the Indian government has put peaceful protestors who are rightfully demanding Khalistan’s independence on lists and labeled them as enemies of the state.
