ISLAMABAD: The Islamabad High Court (IHC) on Saturday ruled that no unauthorized protests or gatherings will be allowed in the capital during the Shanghai Cooperation Organization (SCO) summit.
A bench comprising Chief Justice Aamir Farooq, while issuing a written order on a petition filed by the businessmen, ordered that the lockdown should not be imposed even during the Shanghai Cooperation Organization summit to be held in Islamabad on October 15 and 16.
The IHC directed the Islamabad administration and government to allocate a special place for the protest. “The protestors must gather in the area designated by the administration to register their protest,” the IHC ruled.
The IHC, recognizing Articles 16 and 17 of the Constitution, which guarantee the right to assembly and movement, emphasized that these rights are subject to reasonable restrictions.
The court was told that activists of a political party were marching towards the red zone, which would block the movement of other citizens. The IHC directed the authorities to take necessary steps to maintain peace in Islamabad.
The court was informed that the army has been deployed to ensure security under Article 245 while Article 144 is also in force, the order said.
