ISLAMABAD: Pakistan has taken a significant step towards reducing sexual violence and abuse with the launch of its first National Sex Offenders Register with collaboration between the Ministry of Law and Justice, National Database and Registration Authority (Nadra), and the National Police Bureau.
The register was unveiled at a ceremony held in Islamabad today. This landmark initiative aims to create a more proactive and effective system for institutions and the public to reduce sexual and violent acts in society.
The register is established under Section 24 of the Anti-Rape (Investigation and Trial) Act, 2021, with Nadra responsible for its preparation.
Rules for the register were notified in September 2023 by the Ministry of Law and Justice in partnership with the Special Committee.
Key Features of the National Sex Offenders Register include Tracking Convicted Offenders, Data on the register remaining confidential and not being released to the public, and Convicted sex offenders must inform the police of changes to their name, address, or other details and of national or international travel plans. The National Police Bureau will manage the database and coordinate with provincial law enforcement agencies.
Ayesha Raza Farooq, Chairperson of the Anti-Rape Special Committee, emphasized protecting survivors from revictimisation and stigmatisation. She highlighted the importance of comprehensive data collection and analysis from all districts for effective oversight.
This initiative demonstrates Pakistan’s commitment to public safety and empowering law enforcement.
